ADMINISTRATIVE RULING WHEREBY ELECTRONIC AND BIOMETRIC MEANS ARE IMPLEMENTED FOR PROVIDING REGISTRY AND NOTARY SERVICES

The Service of Registries and Notaries (“SAREN”) published an Administrative Ruling whereby electronic and biometric means are implemented for providing registry and notary services (Official Gazette No. 42,987 of October 17, 2024).

Purpose. The Administrative Ruling is regulates the implementation of electronic and biometric means in the services provided by the SAREN to optimize user identification and ease in-person participation (art. 1).

Regarding the electronic means. With the goal of optimizing user identification, SAREN will employ electronic means of forensic science to identify, analyze and present the data (art. 4). The biometric scanning of the user’s fingerprints and their photographic identification and electronic signatures will be employed as well (art. 10).

Cross-referencing with the Service for Identification and Migration’s (SAIME) database. The SAREN must compare and contrast their collected biometric data from the users with that which is held in the Service for Identification and Migration’s database (art. 11).

Implementation. These measures will be progressively implemented, starting with the Registries and Notaries in the Capital Región (First Transitory Disposition).

Entry into force. The Administrative Ruling entered into force with its publication in the Official Gazette, last October 17th, 2024 (art. 23).
