Creation of the National Cybersecurity Council

CREATION OF THE NATIONAL CYBERSECURITY COUNCIL

On August 12, 2024, the Presidency of the Republic issued Decree No. 4,975 (Official Gazette No. 42,939 of August 12, 2024), creating the National Cybersecurity Council.

Purpose. According to the Decree, the National Cybersecurity Council will serve as an advisory body to the Presidency of the Republic to prevent the criminal use of communication and information technologies (Article 1).

Functions of the Council. The Council has several functions, including the following (article 2):

  • Advising the Presidency and the National Defense Council in developing national cybersecurity policy.
  • Submitting proposals for regulations or legislation to prevent the use of information technologies for criminal purposes.
  • Monitoring the implementation and compliance of its recommended and adopted proposals, plans, and regulations.
  • Generally, continuously assessing the cybersecurity risks faced by the Nation.

Members of the Council. The Council will be composed of representatives from the following government bodies (article 3):

  • The Vicepresidency of the Republic.
  • The Ministry of the People’s Power for Defense.
  • The Ministry of the People’s Power for Science and Technology.
  • The Ministry of the People’s Power for the Economy, Finance and Foreign Trade.
  • The Ministry of the People’s Power for Foreign Relations.
  • The Ministry of the People’s Power for the Interior and Justice.
  • The Ministry of the People’s Power for Planning.
  • The Ministry of the People’s Power for National Commerce.
  • Additionally, the Presidency may include any other members into the Council.

Entry into force. The decree came into force upon its publication in the Official Gazette on August 12th, 2024 (article 6).
