Technical Regulation of Shock Absorbers for Suspension Systems of Motor Vehicles

TECHNICAL REGULATION OF SHOCK ABSORBERS FOR MOTOR VEHICLE SUSPENSION SYSTEMS

On August 20, 2024, the Ministry of the People’s Power for National Commerce issued the Technical Regulation of Shock Absorbers for Motor Vehicle Suspension Systems (Official Gazette No. 42,945 of August 20, 2024).

Purpose. The purpose of the Regulation is to establish the requirements and general characteristics to be met by telescope and Mac Pherson-type hydraulic shock absorbers applied to motor vehicles used for transporting persons, cargo, and goods (Article 1).

Shock absorbers. The shock absorbers covered by the Regulation include those pressurized or non-pressurized telescopic-type hydraulic shock absorbers, as well as the replacement structures and cartridges used in Mac Pherson type suspension systems applied to motor vehicles intended for the transportation of persons, cargo, and goods that are imported, manufactured or marketed in the national territory (article 2).

Requirements and characteristics, sampling, tests, and Certificates of Conformity. The shock absorbers covered by the Regulation must comply with the requirements and characteristics of dimension, impact resistance, tensile strength, life test, creep, durability, shaft buckling, and static resistance of welds established therein (article 3).

Additionally, the shock absorbers shall be subject to sampling and testing processes to obtain the Certificate of Conformity issued by the Conformity Assessment Bodies accredited in the country (articles 5 and 7).

Marking, labeling, and packaging. The shock absorbers must comply with the marking, labeling, and packaging requirements established in the respective COVENIN standards (article 6).

Registration in the National and Imported Products Registry. Every manufacturer or importer of shock absorbers for suspension systems must be registered in the Register of Domestic and Imported Products by the Decentralized Service of Standardization, Quality, Metrology, and Technical Regulations (article 8).

Control and sanctions. The SENCAMER will supervise compliance with the Regulation and impose the corresponding sanctions established in the Law of the Venezuelan System for Quality (articles 11 and 12).

Repeal. This Regulation repeals Venezuelan Standard COVENIN 914:1997 AUTOMOTIVE. TELESCOPIC TYPE HYDRAULIC SHOCK ABSORBERS (4th Revision) and Venezuelan Standard COVENIN 3100:1997 AUTOMOTIVE. SHOCK ABSORBERS FOR MAC-PHERSON-TYPE SUSPENSION.

Entry into force. This Technical Regulation shall become effective six (6) months after its publication in the Official Gazette of the Bolivarian Republic of Venezuela, i.e., on February 20, 2025.
